Deloitte was commissioned by the federal government to audit the Attawapiskat books for the years 2005-2011/12. The audit is complete and ready to release, but the feds are sitting on it. (They’ll release it when it suits their purpose – this is politics we’re talking about.)
Somehow La Presse (in French) manage to get a look at some of the information the audit contains, and reports this morning that Deloitte cannot guarantee federal funds sent to the northern Ontario reserve are used properly. In fact, the accounting firm cannot find proper documentation for 80% of transactions.
I know this is going to surprise you, but the newspaper was unable to get Chief Theresa Spence to comment on its information. Her spokesman was also unable to say anything about it; he would rather focus on more important issues such as treaties.

Jusqu’ici, le ministère des Affaires indiennes n’a pas rendu public le rapport et il s’y est encore refusé la semaine dernière quand nous lui en avons fait la demande.
Selon nos informations, la firme Deloitte a étudié les années 2005 à 2011-2012. Sa tâche a été compliquée par sa difficulté à obtenir des reçus ou autres preuves justificatives. Le gouvernement cherchait notamment à savoir si les subventions consenties par les ministères des Affaires indiennes et de la Santé étaient utilisées correctement.
Selon nos informations, le ministère des Affaires autochtones a envoyé une lettre à ce propos à une partie du conseil de bande d’Attawapiskat au début de septembre dernier. Le 20 septembre, une téléconférence a eu lieu entre le Ministère et un chef d’Attawapiskat.
Il a été impossible d’obtenir les commentaires de la chef de la réserve, Theresa Spence, à ce sujet. Hier, son porte-parole, Danny Metatawabin, a dit qu’il ne voulait pas faire de commentaire et qu’il préférait se concentrer sur des choses plus importantes, comme les traités.

R u that idiotic! Anybody who knows finance would know that written cheques are not blank and are easily obtained and matched through the band statements and bank reconciliations…i suggest compiling all the information before spewing your ill informed garbage!
Richard you obviously don’t have a clue what audits are all about. The information you mention is where you START. Then you look at the invoices to establish the expenditures’ legitimacy. This is a very simple explanation ‘cuz, it is obvious, you are the idiot.
