How to fix Equalization

Although there are several technical changes we could make, the most important one is to make it a lot smaller. That way it would function, as originally intended, as a safety net for the provinces, but wouldn’t drain wealth from prosperous provinces, subsidize bad policy in the others, and foster regional resentment.
